I do not care how beautiful it is. I do not care how artistic it is. If someone puts graffiti on a structure without the express permission of the owner, resident, or other authorized person:
It is vandalism.
How can it not be? Just because it looks good does not change that basic fact. It is nothing more that esthetic tagging,
